pioneer in implementation of Rural Development schemes: Chouhan
Bhopal, December 30, (Pervez Bari): Madhya Pradesh Chief Minister Shivraj
Singh Chouhan has assigned the responsibility of maintaining the pioneer
status of Madhya Pradesh in implementation of rural development schemes to the
rural development department.
Chouhan was addressing a meeting of the Chief Executive Officers of Zila
Panchayats and senior officers of the Office of Development Commissioner here
at Narmada Bhawan today.
Chouhan said that rural development department is the most potent agency to
ensure integrated development of the poorest of the poor. He said that
infrastructure development works should be carried out in villages by
providing better amenities and facilities. He asked the officers to
effectively check the migration of rural population at the time of natural
calamities by creating employment opportunities in villages and increasing the
productivity there.
SIX OF SEVEN PRIORITIES WITH RURAL DEVELOPMENT DEPARTMENT
The Chief Minister said that six of the seven priorities of the state
government are directly related to the Chief Executive Officers. These are
developing infrastructure, making agriculture profitable, improving health and
educational facilities, women empowerment, good governance for the poor and
augmenting employment opportunities by increasing investment. The department
should work on these priorities in right earnest. He asked the officers to
make their work more result-oriented.
POOR IS CENTRAL TO ALL ENDEAVOURS
Chouhan said that the poor is central to all the endeavours of the state
government. Nothing is more satisfying than improving the livening standard of
the poor. The officers have an opportunity to put in their best to bring a
positive change in the lives of the poor by efficiently implementing the
beneficiary-oriented and community-oriented schemes.
PUBLIC WELFARE CAMPS
The Chief Minister said that public welfare camps would be organised in all
the districts prior to March 31, 2009. He himself would attend these camps and
motivate the field staff of concerning departments to work more vigorously on
the priorities. Sanction-letters would also be given to the beneficiaries
under beneficiary-oriented schemes.
CURB CORRUPTION
The Chief Minister said corruption in implementation of rural development
schemes has to be fully eliminated. He directed the officers not to give
donation to anyone. He said that before demander of donation action would be
taken against those giving donation. He said that any dereliction of duty
would be considered a crime and stern action would be taken against the erring
persons after fixing the responsibility.
GIVE RESULTS IN 90 DAYS
The Chief Minister directed the officers to give results in 90 days by
ensuring immediate action of the following points:-
• Fix a day in the week to meet the common people. Be responsive and sensitive
to them during the meeting.
• Tour continuously in the jurisdiction. Inspect the construction works and
undertake review of the benefits accruing to the people.
• Establish better inter-departmental coordination, especially with
agriculture, health, education, public health engineering, social justice and
women and child development departments.
• Implement more vigorously the “Ladali Laxami Yojana”, “Kanyadan Yojana”,
“Mazdoor Suraksha Yojana”, Old Age Pension scheme and Social Security Scheme.
• Ensure regular attendance of teachers, nurses (A.N.M.), patwari, rural
development and agriculture extension officers at their places of posting.
• Have night halt in a village once in a week. REVIEW OF SCHEMES
The Chief Minister undertook a district wise review of the implementation of
National Rural Employment Guarantee Scheme, women empowerment schemes, “Swarn
Jayanti Swarojgar Yojana”, Backward Region Grant Fund, “Indira Awas Yojana”,
Rural Sanitation Programme. He said that now that model code of conduct has
ceased to be enforced work should be intensified to achieve the targets under
the schemes.
MAKE FULL UTILIZATION OF CENTRAL FUNDS
The Chief Minister directed the officials to ensure full utilization of funds
received under all the centrally sponsored rural development schemes. Efforts
should be made to change the rural scenario for the better by making the
maximum use of these funds.
Chouhan directed to complete the incomplete water tanks under “Jalabhishek
Abhiyan” and to increase public participation in “Hariyali Mahotsava”. He also
underlined the need to fulfill the announcements made by him. He said that
economic betterment should be given the form of a movement by constituting
rural self-help groups.
He released a brochure focused on the handicrafts of rural self-help groups of
Umaria district.
The Minister for Rural Development Gopal Bhargava said that rural development
department has to play the most effective role in integrated development of
the state. He said that migration of people in search of employment would
amount to inefficiency of the department. He asked the officials that while
good workers would be encouraged those found negligible would be punished. (pervezbari@eth.net)
