Officers should be partner in development of state by working dedicatedly without fear: MP CM
Bhopal, December 16 (Pervez Bari): Madhya Pradesh Chief Minister Shivraj Singh Chouhan has exhorted the senior administrative officers to contribute their mite in development and prosperity of the state by working with total dedication without any fear.
Chouhan was addressing a meeting of the Principal Secretaries and Secretaries at Mantralaya, the state's secretariat, here on Tuesday. The Chief Secretary Rakesh Sahni also attended the meeting.
According to an official statement Chouhan said that the target is to do all that in next five years that would make Madhya Pradesh a Golden State- a state characterised by peace, prosperity and happiness. He said that this would require not only rapid economic growth but also capacity building of each and every citizen.
Top Priority to Seven Resolutions: The Chief Minister said that top priority would be given to fulfill seven resolutions. These include infrastructure (power, water and road), making agriculture profitable, increasing investment in industry, women empowerment, expansion of educational and health facilities, sound law and order and good governance. This would help build a new Madhya Pradesh. He directed the Chief Secretary to constitute special working groups to fulfill these resolutions.
The Chief Minister said that while working with full commitment towards delivering on the promises made in the manifesto and priorities of the government efforts would be made to mobilise additional resources and austerity. Schemes with duplicity and the ones that have outlived their relevance should be closed and maximum benefit be taken from Government of India and external funding agencies like ADB and World Bank. He also stressed the need for curbing misuse of funds and irregularities in the implementation of schemes.
Transparency-Authenticity Must: Chouhan said that transparency and authenticity in working needs no resources. All it needs is positive thinking, simplification of procedures and sensitivity towards public grievances. The Chief Minister said that the common man needs the government most. Things should be viewed from common man’s perspective and complications in administrative procedures be removed to ensure maximum benefit of schemes to them.
The Chief Minister emphasised the need to provide maximum job opportunities through government schemes and programmes in these times of worldwide economic slowdown.
"Manthan" to Continue: Chouhan said that the process of "Manthan" would continue to ensure good governance. He directed to complete the review of earlier "Manthan" and organise the next "Manthan" in February 09. The Chief Minister said that in addition to state level "Manthan", there should be brainstorming at department level as well. Stressing the need for dialogue at every level, he said that services of experts of national and international repute should also be taken in state level "Manthan" to make the formulation and implementation of programmes and schemes more effective.
Ideas Online: The Chief Minister said that ideas are not the monopoly of only officers and public representatives. With a view to enable subject experts and experienced persons of society to give their ideas for improvement in the system an Idea Online programme would be launched on the pattern of Samadhan Online. The School of Good Governance would evolve a system of examining the ideas received under this programme.
Human Resources Training: Chouhan said that a comprehensive programme would be prepared to impart effective training to government servants at all levels to improve the quality of government services and to make their functioning more result-oriented. Special training sessions for public representatives should also be held under this. This would also help improve the efficiency of newly appointed government servants as well as the seniors.
Field Visits: The Chief Minister directed the officers of all levels to make field visits to check the leakages and to get a first-hand account of ground realities. This, he said, would also ensure more efficient implementation of schemes and programmes.
100- Day Action Plan: The Chief Minister directed the officers to soon work out a 100-day action plan of each department on the basis of the manifesto. He stressed the need for setting the targets within the remaining months of the current financial year making the maximum use of available resources. He said that in addition to 100-day action plan, separate action plans for one year and more periods should also be chalked out.
Review of Every Department: Chouhan directed that every department should draw up a five-year action plan. Non-completion of the works within specified time limit would be deemed as a crime against the state. He said that if any department and officer are experiencing any hurdle in achieving their target they should bring it to his notice without delay. He said that he would himself undertake separate review of every department. He said that during the review his stress would be on people’s welfare through positive thinking and simplification of procedures.
Administration Shares the Credit: At the outset the Chief Minister said that entire administration including the Chief Secretary shares the credit for the recent victory in Assembly elections as it is a victory of development. He expressed the confidence that in next five years also the public representatives and the Executive would work with complete coordination to make the state prosperous.
The Chief Secretary Sahni desired the officers and the administrative machinery to work with devotion and sincerity to fulfill the resolution of the Chief Minister Chouhan to build a new Madhya Pradesh. He said that under the leadership of Chouhan a new model of developing is taking shape in Madhya Pradesh. Efforts would be made to remove the shortcomings to ensure success of this model.
